Senate Bill 250 Becomes Law
Illinois Capital Development Board required to initiate training series to increase awareness and understanding of green building techniques and rating systems.
Senate Bill 250 became Public Act 94-0573 on Friday.
Public Act 94-0573 requires the Illinois Capital Development Board to initiate a series of training workshops to increase awareness and understanding of green building techniques and rating systems.
The law specifies that the Board is to identify no less than 3 construction projects to serve as case studies for achieving certification using nationally recognized and accepted green building guidelines, standards, or systems approved by the State. In doing so, the Board must give consideration to a variety of representative building types in different geographic regions of the State. The Board is required to report its findings to the General Assembly following the completion of the case study projects and no later than December 31, 2008.
The Board is further required to establish a Green Building Advisory Committee to assist the Board in determining guidelines for which State construction and major renovation projects should be developed to green building standards.
The bill originally required the Illinois Capital Development Board to implement the LEED green building rating system, by requiring any new building, repair, or retrofit construction work authorized by the Board to meet the requirements for LEED certification; however, the bill was amended several times before becoming law, and the final version includes no references to LEED.
